YHWH is consistent and utilizes judicial order in all HE does. In calculating the calendar, it is logical that we too should be consistent and orderly. We do not begin another time period before the previous one is finished.
We begin a new year when the old one is over , so the new year begins the first month after the equinox.
We begin a new month when the old one is over , so the new month begins the first sunset after the conjunction.
We begin a new day when the old one is over , so each day begins immediately after sunset of the previous day.
We do not use postponements of days, months, or years; nor do we begin them prematurely.
The law goes forth from Jerusalem (Isaiah 2:3. Micah 4:2), thus the dates are determined there and as the earth rotates we simply wait for them to arrive at our locale .
